Just an idea;

Would it work to have a server which operated on a subsidy basis, where upon the winner is the first player to have been awarded the first to X number of subsidies (where X can be any number but lets say 100 initially). Also with a bit of tweaking the subsidies could also be more random than just prodominantly pax to nearby towns.

That sounds like it could be an interesting idea
