There were no Fishing Harbors in my game and I was unable to fund one due to location restraints. What part of the map would I have to build one?

In a town by the sea! Granted that this is a bit of an issue due to location spawning! It could be possible to fund a town then fund a fishing habor which could be the way to go. But don't transport fish, they are very inefficient compared to the farm and livestock route
