I wanted to increase my rank point and I played small town to 4000 ppl server. When I write !goal, its zero point for win. Why its 0?

The best way to increase rank points is to reach the goal as fast as you can. When someone else reaches the goal before you, you also get some points, but only when your town is big enough. Usually (depending on game configuration) you have to reach 25% of goal to receive any points, so checking !goal at the very beginning will always show "zero point for win".
