He isn't delivering oil to the oil refinery, but he is taking the chemicals and fuel from it. No admins (or any other players) are around so I can't get recourse for it.

It would help a couple screenshots (CTRL+S and upload to an image host, like imgur) ^^

Anyway, I strongly recommend chkdsk to don't repeat - it's agains't our rule 3!
