Rule #7

Do not station spread with airports, docks, train or road vehicle stations to extend coverage area to additional resources including towns and cities unfairly.

I don't understand about this rule in these situation.

If this game is 4000pop and I spread station like this, it is against the rule.
but...



If I want to make like this. Is it still against the rule?



If it is my town and I build it already (maybe long time ago) and
I want to spread my town station but I don't want to destroy my bulidings,
