starting from the end:
- the idea of rule #9 is to keep oil rigs available to all players. if trains were allowed (by terraforming to build stations), many oil would get impossible to reach (by train or ships) to some other players. Leaving the water free, means many more players can load oil (directly from oil rigs, or building a dock to cover several - allowed by rule #9)

so, in other words: terraforming or not (already existing land), stations that have rail/truck/airports attached can NOT reach oil rigs.

TBH your explanation confuses me a bit. (maybe I am just a bit slow or it is your English, I dunno..)

I always thought that if a (train)station can already cover a rig (without terraforming) it is allowed. Is this correct?

On an alternative note: I actually think transferring oil from a rig to a (train)station that already covers the rig would create a rule violation because it would cause so called "selfcompetition".

well, there's no confusion there, but I'll add a word to make it simpler:

With terraforming or not (already existing land), stations that have rail/truck/airports attached can NOT reach oil rigs. Because #9: Water-borne resources MUST be taken by use of SHIPS only (...)

Edit: there's no reason to a player feel confused with any rules, if not even play the game (and specifically not playing on BTPro)
