What does the powerfund button actually do? I cant seem to find any information.

Powerfund mode should fund buildings as fast as it's reasonably possible (around once every 2 days). It's used to quickly grow towns by spending lots of money. And, ofc, funding should be enabled in the game settings for that to work. Although I've no idea if powerfunding works correctly in btpro client at all as there were some changes to it recently that may not have been ported.
