You need to place the music files (.gm) in your baseset folder, which you find for instance in ..\program files\openttd\baseset.

Since the music is not copyright free, it's not distributed with openttd. You need to copy the .gm files from your original purchased copy of Transport Tycoon DeLuxe.

If that copy is at your moms loft 1500 miles away, may be Chris Sawyer thinks it's ok to lend a semilegal download from www.abandonia.com/en/games/240/Transport+Tycoon+Deluxe.html in the meantime. :) Beware: shady website, only click the 'get it' button twice. After downloading, don't install the complete game! but just unzip the .gm files in the baseset folder.
