Player Nijmegen is constantly abusing rule 7 and is station spreading in the most blatant way possible.
Rule 7 is somewhat harder to abide in your claimed city - but that only applies to road vehicles and their stations. When placing station after a turn, sometimes it joins other station. That might be deemed as unfair, but in the end it just create traffic jams
Placing a 'goods' station near your city edge and then station spread it in the middle of the city aint that kind of problem. That's in my view deliberate and unfair advantage. (see images).
I've pointed the breakage of #7 to this player about a week ago. He fixed that on the spot, then again yesterday. Then once more today with assist with Pilsie.
CB scripts can be pretty stressful. Failing to fullfill monthly demands just coz some building got replaced and your station don't accept goods is a pretty fucked up moment. So yeah spread the station so your trains can drop off cargo and in the meantime FIX it.

When I see someone new breaking rules, I try to explain them or point it out. When I see someone do it again and again, I'm pissed and dissapointed at the same time. To top it off, you always do !rules and then act surprised like its first time you've heared about station spreading... WTF!?
You are no newbie player, you have about ~70hour gameplay with multiple TOP10 scores on Srvr#27.
Least you can do is be an example for the other, not just a casual abuser/cheater.

I don't know if you are Netherland buddies, but to brush it off as "let him fix it, and its all good". It's a CB script - there is no fixing it

In a longer games it makes no diff, but in these it makes all the diff.
From the conversation we had in game it also seemed to me that you are aware of it and couldn't care less and just did your "job" since someone pointed it out.
These are just speculations on my end and I have no actual proof, but if you are buddies, I would assume stricter treatment than being lenient.

I don't think banning people makes sense unless they are trolling others or somehow making the game more miserable. It was an effective tool back in the day, but nowadays they just spend the bantime playing something else.
Also beiing overly punishing just shrinks the gaming community...
