I saw this happen - Bawa started a separate company just to steal goods and build a one-square train line just to destroy HollandINCC's RVs. There were no admins responding so we kicked him. He rejoined a few minutes later, back to his original company (green)... he seems to have stopped the silliness with his original company but it took a few years before the 2nd one (grey) timed out. There was no apology or explanation or sign that he accepts the rules. I had to leave before the game finished so no idea if he started being a jerk again after I left (but it wouldn't surprise me).

I would have banned him on the spot if I had the power.
