I just wanted to ask if its defined what sabotage according to rule 5 is or if it only depends on who is complaining, who is the troublemaker and who is the admin.

Is it just competing others?
Is it competing other using the shortest way possible only in oreder to lower others income?

there's 2 terms left intentionally left vague because covers alot of possibilities: Cheat and Sabotage.
And both can be answered by the player with: Why I do this?

There's a couple reasons why the possibilities not specified on rules: are too much and would make rules extensive, and players don't even read the current short ones; and we don't want to give ideas to players ^^.

Remember that, to the question above, admins already know the answer, only by watching the player. Most admins are experienced OpenTTD players and each player action are already on grounds we already covered xD

Here's a simple thing: If you don't know what sabotage is, you shouldn't be playing. If you can't figure out what fair play is, then just give up and play somewhere else....
