I think, we should add one more sentence to be clear about that : "Invested industry is owned by its investor".

If someone spent 100 milions libras to build 10 coal mines, he should have right to keep it for himself and others should not have possibility to steal it from him. (luckily, most people dont do that, it is some kind of "OTTD ethic" )
