Building your stations like that is not nice towards other players (blocking). In this case it could be unitentially, however if someone asks to have access to the water pumps bellow, green should make some room to share the waterpumps.

There is still access to the waterpumps on the right, depending on reaction of green (see if he wants to make some room) you can call it not ok.

Its a rule breach because it stops other players competing for the water to have two stations from the same company loading it - as only the top two rated stations will receive any. You would also most likely gain more overall water doing this. You shouldn't compete with yourself in this way....

...But having said that, its a minor rule breach and I would only be bothered if a player was doing this CONSTANTLY, and/or DELIBERATELY.
