Since Paulluci is from my country, i can maybe help you understand what his complaints are about, and also help him understand your side.

Currently as i see it, is that he is building large stations (to cover maybe 2 of the same coal mines) and he should rather transfer from one to another.
However what Paulluci is trying to say is that he is building that large station in advance for future lines that will come trough that station. So while the station might not look busy at first glance, it will be at some point. (planning ahead is not against the rules, and neither are large stations).

if he wants to do that he has to expand his stations when he got train trafic and train size to support it.. otherwise it is considered stationspreading
