Me and vGelder discussed a little about this matter why its quarterly on cv goals and insta on cb goals. This makes records very incorrect by having a very overdue goal finish by 3-10 millions on short goals and even bigger on higher goals.

Any reason this isnt instant or monthly? We were thinking monthly at least would be "ok" where quarterly is very seldom and inaccurate for records.

As far as I know this is an inherited "problem". Earlier (some of) the needed information was only available on a quarterly basis. Times have changed though and I believe currently a monthly check should be possible. (even daily for that matter, but that might put a lot of additional load on the servers)

So possible: I think yes, but it will need some changes in the plugin code. Since I have not seen the code I have no idea how hard/easy it would be. In the end if it gets changed or not (and when) will probably come down the good'ol gain vs work ratio
