He's station-spreading inside the entire city with bus stations.

when i looked at this last night it was on an ipod now having seen the full size image it is clearly a rule breach.

I see another few "rule breaches" in the screenshot, lets see:

Flash downloader, torrent client, edonkey client, i dont know the Z icon, but i guess its not good
