I was playing on a server and there was someone breaking several rules. Their home base was bottom right of the map and they had train tracks all over, even up to the left top. And in the bigger city where we were sharing resources, this person built several stations right next to mine and put it on full load blocking up the roads and my vans.

Both of these things break the few rules that are in place.

Is there any way to report this as its happening?

Yes. Ingame type "!admin <reason>" in chat or place a sign starting with "admin". If an admin is online he will get a message and will usually come and solve the situation quite soon. (this also creates a savegame which can be viewed if needed by admins later.) If there is no response you can come here afterwards and post it on the forum.

In the second case it is useful to mention the server number and time (as well as your timezone). This makes it easier for admins to find it and take actions.
