It's seems you can use exloits, and play not fair without any sanctions.
This cortex is using expoits to win.
This morning 1 january again using his trick to win at the end.
I have the screenprints of this.

In the games he is spoiling games of other players on purpose.
He build his train track just next to your stations, so you can't expand, etc..

He is offending in the game and making fun of his total trains (his exploit) at the end.

I like the game and try to play fair as possible.

In this way, i'am losing my interrest in the game.

I’m going to keep an eye on Cortex from this point on.

If it is indeed an exploit what he is using I will take away all of his points and will ban him from BTPro.
