2x2 layout working and more towns with 2x2 layout, higher demands, higher goal(like 50-60k) and more demands(valuables or/and steel)

How about a 4k citybuilder server, but with sky-high difficulty settings for the economics (high prices, low income, high interest).
Mountains and LOTS of water.
Low number of cities and farms/forests/mines.
No Air.

In the current citybuilder games, the constant goal is to keep the city supplied with everything it wants. And it is actually possible to keep the city fully supplied during a complete game. Money is usually not a problem, so it is just a matter of being able to build the required transport infrastructure fast enough.

In this high-difficulty game it would be impossible to keep the city happy most of the time. And it would be very important to look after your economy. So this game would hopefullt require very different strategies.

I would like to see:

1. Enable funding of buildings. If that is not an option, higher growth rate would be nice.
2. Funding of primary industries instead of prospecting.

This would make it possible to play the game in different ways, and gives more of a challenge when it comes to balancing money making and delivering stuff to your town.
