I was spectating on FIRS #9 and WTF was going to win
but then when the game was over it said xyz has won, but he still had 300million to go before he reached the goal, which was odd.

Is it a bug or has he cheated?

Do you have the save game still under your autosaves? Since the last 10-15 autosaves will be of multiplayer games if you didnt join any other servers or single player If you do then I would love to have the game so I can check. From what I gathered you said, I do believe xyz probably cheated in some way. However need to confirm my suspicions.
