FIRS updated to 1.2.0

Server 8 (350 MIL, temperate) and Sever 9 (1 BIL, desert) have been updated to the latest version of FIRS.

Most noteworthy changes are that to hotels. Hotels are now disableable in this version (and have been disabled on server 8 and 9 to prevent going mass hotels to win in short amounts of time for gaining quick and easy points) and if enabled they are much much more expensive to build, being several million pounds to build instead of £500,000.
