sometimes a good read on the rules give you the answers:

Rule #7
Do not station spread with airports, train and road vehicle stations to extend coverage area to additional resources including towns and cities unfairly.

and, as dodger007 said, CHIPS station set tiles " are decorative" ONLY. works as a normal station part but using different graphics.
